Commissions and Panels by their nature are scared, timid little things, afraid to take a real position or offend anyone (or so they often think they do not give offense). If you don't buy that, just read the leaks so far; this is a compromise report headed by two men who have repeatedly espoused a Chamberlain like solution to the Iraq question.
